Human Rights in Dispute: Rethinking the Care of Individuals with Substance Use Disorders
This workshop offers a critical analysis of Puerto Rico’s Law 408-2000 and other punitive
policies that restrict access to mental health and substance use treatment. Grounded in a human
rights and intersectional framework, participants will explore alternatives centered on dignity,
harm reduction, and social justice, promoting a transformative, borderless approach to social
work practice.
